Shiseido & Shoppers Stop signs on Partnership Deed

India perhaps implement Quality Control Order on Viscose Staples

implementing the Quality Control Order

(QCO) on viscose staple fibre starting

from March 29, 2023. Despite earlier

extensions, no further relief from the

government is expected. According to

industry sources, foreign plants producing

v i s c o s e fi b r e a r e y e t t o r e c e i v e

certification, which can potentially disrupt

the imported supply. However, the

domestic supply is expected to remain

unaffected as the leading producer,

Grasim Industries Limited, has received

certifications for its plants within the

country.

The ministry of textiles had issued the

viscose QCO 2022 notification on

December 29 last year with a one-month

implementation deadline. However, the

government granted extensions to allow

the industry to prepare for compliance.

Industry experts believe that the extension

will help Indian manufacturers fulfil their

prior supply commitments. Industry

bodies had urged the government for the

e x t e n s i o n , c i t i n g I n d i a ' s i m p o r t

dependency on VSF, to give the industry

more time to comply with the QCO

procedures and ensure that alreadyshipped VSF orders are not affected.

Regarding domestic supply, market

sources claim that Grasim Industries

Limited, the leading producer of the fibre,

is prepared to implement the order from

March 29, 2023. The company has

received certification for its domestic

plants, although it has yet to obtain

certification for plants in other countries.

Currently, it imports nonwoven viscose

staple fibre from its overseas plant.

However, it plans to set up new plants in

India to produce nonwoven VSF to meet

domestic demand. In terms of the possible

p r i c e i n c r e a s e a f t e r t h e Q C O

implementation, industry experts say that

there is no likelihood of a drastic increase

in the cost of production, which should not

lead to price hikes.

However, industry experts warn of

potential disruptions in the supply of

vegetable-based fibre, which could lead to

price hikes. “The market still feels that the

g o v e r n m e n t w i l l e x t e n d t h e

implementation date. No foreign producer

has received the certification yet,” an

importer and trader from Mumbai,

Mahesh Sharma shared. Therefore,

imported supplies may be disrupted.

Sharma said that Indian textile raw

material should not be monopolised and

that more suppliers will help the industry

develop.

M a r ke t s o u r c e s a r g u e t h a t g l o b a l

companies supplying viscose will also need

to comply with the QCO, which involves a

lengthy procedure that could delay the

import of the material. It was initially

thought that the QCO would restrict

cheaper viscose fibre. However, market

sources said that it will ensure quality

standards without being detrimental to

imports. While not all imported supplies

are of low quality, it is more economical to

balance the market prices of viscose.

Virtuous Retail plans to sell-off India Malls

Retail business Virtuous Retail South Asia

is in conversation with Nexus Malls and

Lake Shore India Advisory to sell off its

malls in India. The deal could total between

$400 million to $500 million.

Virtuous Retail South Asia is a joint

venture between Singapore-based private

equity firm Xander Group and Dutch

institutional investor APG. The business

currently runs six malls in India in Amritsar,

Bengaluru, Chandigarh, Chennai, Nagpur,

and Surat and is also in the process of

constructing malls in Delhi and Mumbai,

which would be part of the portfolio

included in the deal.

“Indian retail has rebounded significantly

and both retailers and mall owners are

benefiting from strong demand fuelled by

increased consumption,” said real estate

services business Anarock Capital’s

Managing Director Shobhit Agarwal. “The

upward curve is very sustainable. It’s a very

good time for retail stakeholders across

the value chain.

Retail sales rose 6% year-on-year in April,

indica ng moderate growth for the sector,

according to findings of the monthly Retail

Business Survey by industry body Retailers

Retail sales rose 0.4% in April from the previous

month, represen ng only half of the growth

that Wall Street had expected.

Economists had projected sales would rise 0.8%

over the prior month a er a surprise drop in

March. That decline was revised to -0.7% a er

ini ally coming in at a drop of 1%.

Excluding gas sta on and automo ve sales,

retail sales rose 0.6% in April. Six of the 13

categories highlighted in the release saw

declines from a month ago. Spor ng goods and

hobbies saw the largest decline of any category,

falling 3.3% from the last month and 5.4% from

last year. Furniture and home furniture stores

declined 0.7% from last month and 6.4% from

April last year. Growth at miscellaneous store

retailers and nonstore retailers, which includes

online sales, helped keep total sales higher than

the month prior.

\"Consumers remain inclined to spend though

they are becoming more selec ve in their

purchases,\" Oren Klachkin Oxford Economics

Lead US Economist wrote on Tuesday. \"A

stronger-than-expected hand-off to Q2

indicates the main engine of GDP growth

con nues to hum. However, with storm clouds

gathering on the horizon, we think consumer

spending will soon run out of steam.

\"We expect a weaker labour market, depleted

excess savings buffers, ghter credit standards,

and high prices will make consumers less

inclined to spend in H2.\"

Economists at Wells Fargo agree with Oxford

that consumer spending will \"moderate\" over

the course of the year as the impacts of the

Federal Reserve's interest rate hikes con nue to

proliferate through the market. S ll, a er two

down months leading into print, consumers

aren't slowing down as quickly as some had

projected.

\"Spending is weaker than it was in January, so

the handoff to 2Q is so ,\" BofA's US Economics

research team wrote in a note.. \"But it is not as

unfavourable as we previously thought.\"

The report, released by the Commerce

Department, offers a snapshot of consumer

spending at a me when the Federal Reserve

has been raising interest rates to curb infla on.

The retail sales increase in April comes as

consumer prices rose at their slowest pace in

two years during the month.

The report comes amid a week of highly

an cipated quarterly results from retailers.

Home Depot reported worse-than-expected

earnings on Tuesday morning as revenue fell

4.2% from the same quarter last year. Home

Depot CEO Ted Decker said the company had

\"expected that fiscal 2023 would be a year of

modera on for the home improvement

market.\" Target (TGT) TJX (TJX) Walmart (WMT)

and Alibaba (BABA) are all expected to report

later.

The survey, based on the responses of 166

respondents (including 72 retailers) found:

Retail sales volumes edged up in the year to

April (weighted balance of +5% from +1% in

March). Sales volumes are expected to fall at a

moderate pace next month (-7%).

Retail sales for the me of year were reported

as “good” (+21% from +12% in March). Sales

volumes are expected to exceed seasonal

norms again next month, but to a slightly lesser

extent (+16%).

Internet sales grew for the first me since

October 2021, with online volumes in the year

to April increasing at firm pace (+28% from- 26%

Retail sales reported a sluggish growth in Northern India, while

markets in southern and eastern parts of the Country led sales growth

with a 7% year-on-year jump during the month.

Say year-on-year retail sales volumes grew for the first me in 2023,

according to the latest CBI Distribu ve Trends Survey. While sales

volumes rose slightly in the year to April, they are expected to fall next

month.

Retailers considered sales to be good for the me of year to the

greatest extent since October 2022. Sales volumes are expected to

exceed seasonal norms again next month, but to a slightly lesser

extent.

Amongst the sectors tracked by the survey,

durables and electronics (CDIT), reported

annual growth of 14% and 9%, respec vely,

last month.

Growth in April was came on a high base of the

previous year, retailers said.

“Retailers witnessed a modest growth of 6% in

the month of April 2023. This is possibly

explained because they had a super growth of

23% in April 2022 as compared to prepandemic period (April 2019) and 41% growth

when compared to sales level in April 2021

(year-on-year),\" said Kumar Rajagopalan, CEO,

Retailers Associa on of India (RAI). “While the

growth of 6% in April 2023 vis-à-vis April 2022

is welcome, we will s ll have to see if the

growth can get into double digits. We would

await the results for the coming months to

draw defini ve conclusions,\" he added.

Overall demand for more discre onary

categories such as apparel and electronics has

remained underwhelming. High infla on has

also burdened households promp ng them to

cut back on discre onary spends.

RAI tracks business performance of retailers,

both large and small, across India, covering

mul ple categories such as apparel, footwear,

jewellery, food and grocery, fast food chains,

electronics etc.

Retail sales reported a sluggish growth in
